Department Overview: The Department of Natural Resources and Conservation’s (DNRC) mission is to help ensure Montana’s land and water resources provide benefits for present and future generations.
The Department consists of the Director’s Office; the Conservation and Resource Development, Forestry, Trust Lands Management, and Water Resources Divisions; the Reserved Water Rights Compact Commission; the Board of Oil and Gas; and an extensive network of 35 field offices.
The Northern Rockies Coordination Center (NRCC) provides for the coordination, mobilization and dispatching of emergency resources to incidents on a state, regional, national and international basis.
The NRCC has delegated authority from cooperating administrators, through respective fire chiefs, to move personnel and equipment throughout the Northern Rockies Area between Geographic Areas throughout the United States and outside the United States to meet fire preparedness and suppression needs as well needs for non-fire incidents.
This is accomplished through planning, situation monitoring and expediting resource orders between the Bureau of Indian Affairs (BIA), USDI Bureau of Land Management (BLM), Fish and Wildlife Service, National Park Service, USDA United States Forest Service the State of Montana Government Agencies, International agreements and other cooperators (States, county/local government and private entities.
) Job Overview: This position is an Assistant Center Manager within the Northern Rockies Coordination Center (NRCC), and is responsible for planning, operation, and supervision of functional areas in support of wildland fire suppression and other emergency-related activities (prescribed fire, hazard reduction, smoke management, training, etc.
).
This includes providing supervision to dispatch leaders; overseeing the mobilization of federal, state, county, local, and private resources at the local, regional, national, and international level; developing and maintaining various mobilization and operational plans; providing expertise and technical assistance; and serves as the Fire Protection Bureau Coordination & Mobilization Program Manager on a year-round basis to ensure the effective use of agency personnel, equipment, and aircraft resources.
In the absents of the Center Manager acts on behalf of the Center Manager.
The position reports to the Fire Protection Bureau Chief, and the NRCC Center Manager who over sees the day-to-day work assignments and administration of the coordination center.
This position directly and indirectly supervises a variable number of interagency dispatch and fire operations staff depending on levels of activity (including one DNRC employee).
This position manages the dispatch and mobilization operational and personal service funds allocated to the NRCC.
Essential Functions (Major Duties or Responsibilities): A.
Coordination and Mobilization Oversight (55% of time) The position oversees coordination and mobilization of fire suppression activities, including mobilizing resources, reporting, administering specialized computer systems, and various other duties to ensure effective interagency coordination, use of resources, and compliance with established operational plans and protocols.
Assists in the overall leadership, direction, and coordination of the interagency logistical support and emergency resources within a specified area covering all lands administered by a variety of federal, state and local agencies.
In the absence of the GAAC Manager, coordinates the interagency support of wildland fire management (fire suppression, fire preparedness, prescribed fire) and wildland urban interface activities to include mitigation, education and prevention team support.
Represents the State, Counties, and various federal agencies at the Northern Rockies Coordination Center for wildland fire suppression and support operations.
Actively participates in NRCC operations to ensure the State’s needs are effectively represented, and to ensure the effective use of State personnel and equipment resources.
Coordinates with federal and state agencies for ordering resources through the national dispatch system on compact agreements, state to state agreements, and international agreements to support national emergencies.
Assists in planning, developing, and administering cooperative interagency agreements for a variety of emergency situations.
In the absence of the Center Manager, exercises delegated authority from regional/state director to move interagency resources, and establishes priorities of incidents as appropriate.
Participates in allocating resources and prioritizing incidents during periods of fire and non- fire activity and prescribed/planned fires (intra- and inter-geographic).
Non-fire activity includes law enforcement events, search and rescue, hurricanes, floods, spills, earthquakes, etc.
Resources include but are not limited to aircraft, personnel, equipment, and supplies.
Ensures the appropriate safety measures in the mobilization and demobilization of personnel, equipment, supplies and aircraft utilized in incident support.
Directs the mobilization, reassignment, and demobilization of resources, taking into consideration an assessment of the values at risk, fire and non-fire conditions/incidents, and changes in fire priorities.
Factors in capability and/or limitation of various resources; coordinates with other centers; adjusts priorities; and adjusts existing, or uses new management style/approach based on information at hand to establish allocations and priorities.
Helps ensure effectiveness and efficiency of costs, operations, productivity, systems, and communications.
Participates in the identification of operational and/or allocation/resources issues or problems and implementation of resolutions for improvement.
Participates, and/or acts for the GAAC Manager, in meetings with the Board of Directors to review resource operations, mobilization coordination, budget/personnel, etc.
in order to develop or strengthen a cohesive and consistent overall program within the specified geographic area.
Assists in developing, organizing, and implementing an annual program of work to include short and long range operational plans.
Assists in developing an annual budget considering program goals and objectives.
Provides support in managing financial program resources within the allotted budget and in accordance with an annual program of work.
Assists in conducting workload and fair share cost analysis.
Helps ensure staffing and programs are properly allocated with in the center and across cooperating agencies.
Advises and directs dispatchers and users of state resources on current and approved operational procedures and policies.
Ensures dispatch operations and procedures are in compliance with plans, reporting standards, detection systems, interagency agreements, and Operations Guide.
B.
Geographic Area Program Management (25% of time) The position provides extensive technical expertise and guidance to internal and external entities regarding mobilization planning, initial attack plans, fire readiness, emergency planning, and other areas to ensure effectiveness of plans and promote ongoing cooperation and coordination among state, local, and federal agencies involved in fire protection, fire suppression, and other emergency situations.
Conducts or coordinates special projects or programs (e.
g.
, workshops) to include the review of field unit locations in order to provide guidance and determine conformance with established policies, programs and procedures with special emphasis on logistics support and coordination (e.
g.
, fire plans, readiness of fire equipment personnel, etc.
) Participates in developing operating manuals and guides, standard operating procedures, and training opportunities in order to provide appropriate directions, recommendations, and training in the safe and effective mobilization of resources.
Participates in developing and implementing interim procedures and guidelines to the field units in extreme fire conditions or peak movements.
Assists in developing briefing papers, information articles for cooperators, and fire and resource statistical information for cooperators, local governments, media outlets, and others regarding the status in developing and preparing statistical reports and summaries.
Participates as a resource/focal point for the dispatch coordination community, and for the leads for a variety of programs (e.
g.
, incident operations, acquisitions management, and aviation management).
Provides support for the program leads in developing policies, guidelines, business practices, and resolving issues.
Conducts preseason dispatch, zone coordination and unit fire readiness inspections to ensure adequate fire management preparations and compliance.
Conducts required postseason reviews to assess adherence to established dispatch procedures and applicable standards.
Provides input and recommendations for modifications to the State Emergency Coordination Plan to ensure appropriate consideration of the Department’s responsibilities, resources, and capabilities during major State disasters and emergencies.
Coordinates with the NRCC and the Montana Disaster and Emergency Division during non-fire disaster and emergency situations and coordinates the use of personnel and equipment from the Montana National Guard during emergency fire suppression activities.
Represents the Department on State disaster and emergency operations planning groups providing critical fire management information necessary for State response to potential long-range situations.
Provides continual assessments of the capabilities, resources, and sources of assistance both within and outside the Department.
Helps coordinate and instruct NWCG training and ad hoc training on new or updated dispatching systems, applications, and programs.
C.
Supervision and Management (15% of time) The position oversees and manages fiscal budgets, staffing and personnel within the coordination center to include interagency partner staff.
Supervises interagency Dispatch Leaders and Dispatchers (including one agency employee).
This position is responsible for hiring, the incumbent provides training and employee development; establishes performance standards and evaluates performance; approves requests for leave; provides information regarding personnel policies.
Develops procedures and schedules to ensure coverage seven days a week and provides on-call service during off-duty hours to initiate action on emergency situations.
Responsible to ensure shift coverage and staffing for up to 24 hours a day during peak periods of activity or fire danger.
This position manages and oversees operational and personal service funds allocated to the NRCC requiring annual budgeting and coordination with employees.
This includes an interagency agreement to ensure fair share and equitable contributions amongst all partners supported by NRCC.
Supervision: This position supervises one DNRC employee and several federal employees.

Five years of progressive responsible experience in wildland fire dispatch preferred.
Equivalent combinations of education and experience that result in the necessary knowledge, skills, and abilities are acceptable.
Knowledge, Skills and Abilities: The position requires thorough knowledge of wildland fire protection techniques and natural resource laws.
Extensive knowledge and understanding of the Incident Command System, National Mobilization System, Resource Ordering Capability (IROC), and other specialized systems; knowledge of forestry land management principles, practices, and concepts; fire ecology, fire behavior, fire hazard and risk analysis, fire suppression principles and techniques; knowledge of available resources (including aircraft) and their capabilities and limitations for fire suppression; and knowledge of legal and reporting requirements related to the Incident Coordination Unit.
The work requires knowledge of a broad range of policies, procedures, facilities, and equipment of all cooperating organizations.
Supervisory responsibilities require knowledge of administrative and supervisory practices and techniques and the ability to carry out complex work plans and integrated programs.
The position requires skill in the use of specialized computer systems and programs (computer-aided dispatch tools, cost-management tools, Google Earth, GIS, aviation tracking software, fire- and weather-related programs, etc.
); and exemplary written and verbal communication skills, including negotiating with various entities to achieve consensus.
Work requires the ability to coordinate the use of extensive and complex amounts of personnel and equipment to meet the needs of fire suppression and support forces during fire emergencies; use independent judgment to make decisions; and establish and maintain effective working relationships with a wide range of professionals, including managing conflict.
